Several items here.

If you are going to call "palming", ensure that it's an obvious call and that the player is gaining an advantage by doing so.

What constitutes a foul against the ball handler (i.e. what is hand checking):

1.     Placing 2 hands on the player.

2.     Placing and keeping a hand on the player.

3.     Contacting the player more than once with the same hand or alternating hands.

During a free throw the trail is responsible for:

1. Ensuring no players in the marked lane spaces cross the free throw line prior to the ball hitting the rim.

2. Ensuring no players in the marked lane spaces contact the free thrower behind the free throw line prior to the ball hitting the rim.

3. Ensuring that players not in the marked lane spaces do not cross the 3 point line or the foul line extended prior to the ball hitting the rim.

4. Ensuring that the ball actually hits the rim!

Remember that in item #1 and item #2, you could have a violation and foul on the same player on the same play!
