Answer:  Just before #24 begins to move toward her free-throw semi-circle, she hesitates and the ball appears to come to rest in her right hand, momentarily "freezing" the defender.

4-15-4a tells us "A dribble ends when the dribbler catches or causes the ball to come to rest in one or both hand(s)."

4-15-4b tells us "The dribble ends when the dribbler palms/carries the ball by allowing it to come to rest in one or both hand(s)."

9-5-2 tells us "A player shall not dribble a second time after his/her first dribble has ended."

In this play, White #24 committed an illegal dribble violation when the ball came to rest in her right hand and then she began to dribble again.  The correct signal and signal sequence for this palming/carrying violation is shown on page 208 of this year's IAABO Manual.
